ADU for Aging Parents in the Otay Ranch Five Community Association
This 585 sqft ADU in Chula Vista was designed within the requirements of the Otay Ranch Five Community Association and will provide a dedicated living space for the homeowners’ parents. The one-bedroom, one-bathroom L-shaped layout creates separation between the living and sleeping areas while making efficient use of the footprint.
The bedroom includes an ensuite bathroom, an oversized walk-in closet, and French doors that open to the outdoors. Matching French doors in the living room bring in additional natural light and help connect the interior spaces to the surrounding yard. Despite its compact size, the layout offers the features and storage needed for comfortable long-term living.

One of the biggest changes in recent years occurred in 2025 when the City repealed its local ADU ordinance and shifted to relying primarily on California’s state ADU regulations. While this simplified some aspects of ADU development, homeowners should still understand the local permitting requirements and site-specific considerations that can impact their project.

Chula Vista ADU Permitting
One of the more unique local requirements is the City’s approach to soils reports. Chula Vista generally requires soils reports for ADU projects, although some one-story detached ADUs may qualify for a waiver depending on site conditions and foundation design. Two-story projects may also qualify for a waiver if specific foundation requirements are met.
Permit fees are generally moderate for smaller ADUs, though projects larger than 750 square feet should anticipate higher permitting costs. Generally expect permit fees to range from $3-5/sqft under 750 sqft, or closer to $20/sqft for projects over 750 sqft.
Portions of Chula Vista are located within the Coastal Zone and may be subject to the Bayfront Local Coastal Program. Depending on the property’s location, additional coastal review requirements may apply.
