The El Cajon ADU Guide

El Cajon generally follows California’s ADU regulations and offers a relatively straightforward path to ADU development. One of the most unique requirements homeowners should be aware of is the City’s sewer lateral inspection requirement.

El Cajon is currently the only jurisdiction in San Diego County that we are aware of that requires a sewer lateral video as part of the ADU review process. This inspection helps evaluate the condition of the private sewer lateral serving the property and can identify repairs that may be necessary before construction begins.

The City also benefits from a fully digital permitting system with a clear project tracking process, making it easier for homeowners to monitor permit progress throughout review.

El Cajon ADU Permitting

Most ADU permits in El Cajon are approved within approximately 5 to 6 months after submission, although timelines vary depending on project complexity and city workload. Permit costs generally range from approximately $12-14/sqft, depending on project size and scope.

One of the most important permitting considerations is the required sewer lateral video inspection. Property owners are responsible for maintaining their private sewer lateral connection to the City’s sewer system, and additional repairs or upgrades may be required if deficiencies are identified during review.

Because El Cajon accepts digital permit submissions and provides a transparent permit tracking system, homeowners can generally follow project progress more easily than in jurisdictions that rely on paper submissions.
