SnapADU has worked on a variety of ADU projects throughout Escondido, including front yard ADUs, historic properties, stacked ADUs, and homes on septic systems. One of the most common points of confusion for homeowners is determining whether their property is actually within the City of Escondido or the County of San Diego. Many properties with an Escondido mailing address are governed by County regulations instead of City regulations, which can significantly affect what can be built.

As of July 2026, Escondido planners have confirmed they will be introducing a new ADU ordinance which will be formally adopted by the end of July and go into effect by the end of August. The new ordinance will bring Escondido’s ADU regulations into compliance with state ADU law, explicitly allowing both a state exempt detached ADU up to 800 square feet and a standard detached ADU up to 1,200 square feet. Escondido ADU Permitting

Most ADU permits in Escondido are approved within approximately 6 to 8 months after submission, making it one of the longer permitting processes in San Diego County. This is largely due to the City’s sequential review process, where Planning completes its review before plans move on to other reviewing departments. Permit costs generally range from approximately $6-8/sqft, depending on project size and scope.

One unique requirement in Escondido is the Preliminary Title Report, which must be included as part of the ADU permit submittal package. Unlike some neighboring jurisdictions, Escondido does not generally require soils reports for most ADU projects.

Escondido Pre-Approved ADU Program (PAADU)

Escondido offers a Pre-Approved ADU Program (PAADU) that provides homeowners with a selection of pre-reviewed detached ADU plans ranging from approximately 484 to 1,000 sqft.

These plans can help reduce upfront design and engineering costs because they have already been reviewed for code compliance by the city. However, homeowners should understand that PAADU plans are not site-specific. A building permit application is still required, and projects must complete the standard permitting process to address factors such as setbacks, utilities, grading, and other property-specific conditions.
