In Solana Beach, all building permits go through an initial planning review. This review is a full review conducted only by the planning department to ensure the feasibility of the project. Once initial planning is approved you can proceed with full plan review with Building and Engineering, and you will also need to submit for Coastal (CCC) review, which can be done concurrently. Every department (including planning) will continue to review the plans through every review cycle if there are any corrections required during the full plan check phase.
